Barbara Heineken is a consultant with RRS with over 25 years of recycling program development and management experience Barbara has played a key role in RRS’ project with the Carton Council – specifically focusing on expanding knowledge and access to recycling cartons in the school environment. Her engagement of key stakeholders in administrative, legislative, educational outreach, and materials recovery aspects has led to implementation of many successful recovery programs.

Recent Team Projects

  • Carton Council: RRS has supported this collaborative association in achieving their goal of 60% U.S. carton recycling access through data research and analysis, communications and outreach, and policy/legislative monitoring and support.
  • St. Johns County, FL: RRS created a recycling coordinator handbook to improve reporting capabilities and maximize outreach opportunities to residents, commercial businesses, and schools.
