Biography

Carrie Bell is the Proposal Coordinator at RRS. Carrie oversees proposal development and coordination. She has five years of experience developing procurement and related materials, report writing, and editing. Her experience extends into public and nonprofit sectors, and includes RFP development, public engagement, fundraising, and community education.
